Report JTF Project Facilitating Fisheries Activities Information Gathering through Introduction of Community-Based Resources Management/Co-management in Lao PDR
This report are the approaches, activities, and outputs of the Project in Lao PDR. From the results of the case studies in the two target inland fisheries sites, the approach necessary to effectively realize the sustainable management of inland fishery resources is also recommended. Specifically, the approach established through this Project centers on allowing the fishers themselves to actively engaged in the fishery resources management activities. This was achieved by structuring the concerned fishers into fishers’ organizations. Discussed among the fishers during the meetings of the fishers’ organizations, are topics on fisheries management, fishery resource management methods and related activities, and the like, and where agreements should be reached before meetings are adjourned, to enable the concerned fishers to carry out their respective activities, duties and responsibilities in fisheries management. It is therefore the hope of SEAFDEC that once this Report is disseminated to the AMSs, it could be used as reference in the respective countries’ efforts of attaining sustainable management of their inland fishery resources.

รายงานนี้เป็นการสรุปการประชุมเชิงปฏิบัติการ การจัดการทรัพยากรประมงโดยใช้แนวทางเชิงระบบนิเวศ ที่จัดขึ้นโดย ศูนย์พัฒนาการประมงแห่งเอเชียตะวันออกเฉียงใต้ โครงการ REBYC-II CTI และกรมประมง ระหว่างวันที่ 30 มกราคม – 2 กุมภาพันธ์ 2560 โดยมีคณะกรรมการประมงประจำจังหวัดตราด ภาครัฐ ภาคเอกชน และคณะทำงานรวมทั้งสิ้น 38 คน การประชุมดังกล่าวมีวัตถุประสงค์ เพื่อ
1. เพิ่มพูน ความรู้ ทักษะ และเทคนิคของการจัดการทรัพยากรประมงโดยใช้แนวทางเชิงระบบนิเวศ
2. เพิ่มพูนประสบการณ์ และทักษะในการคิด วิเคราะห์ วางแผน ดำเนินการ และติดตามผลการดำเนินงานได้อย่างเป็นระบบ แก่ผู้เข้าร่วมการประชุม
3. เพิ่มโอกาสในการแลกเปลี่ยนความคิดเห็น ทัศนคติ และประสบการณ์กับวิทยากรผู้มีความรู้ ความชำนาญด้านการทำงานร่วมกับชุมชน และแก่ผู้เข้าร่วมการประชุมด้วยกันเอง
4. นักวิชาการ ผู้ให้การฝึกอบรมของศูนย์พัฒนาการประมงฯ และกรมประมงฯ ได้รับประสบการณ์จากคณะกรรมการประมงประจำจังหวัด และผู้มีส่วนได้ส่วนเสียของการประมง ในการวางแผนจัดการประมง

The Traditional Practice of Fishery Governance in Coastal Zone Management: The Case of Chumphon Province, Thailand

The objective of this paper is to demonstrate the fishers’ practices, experiences and participation in the coastal resource management. This is part of the practical outcome of the locally-based coastal resource management project implemented in Chumphon Province in 2001-2006. This project adopted the CBFM and co-management approaches. The fishers’ participation was a strategic tool to practically pursue these two approaches in achieving the sustainability of the coastal resources. These two approaches also support mechanically the exercise of fishery governance and institution. Since the system of fishery governance and institution that are already present in the province, is traditionally practiced by the local fish farmers and crab trap fishers, these two stakeholders have practically undergone self-governance particularly on the conflict resolution aspect in designated coastal areas.

In many countries, cooperative organizations have been expected to improve fishermen's production and living conditions. In order to offer solutions to problems, especially in so-called small-scale fishery, many methods of fostering cooperative organizations development have been implemented. Moreover, development projects in the fishery are often accompanied by the establishment of cooperative organizations for example in Thailand, this has been an important strategy in fishery development. Both in marine and inland fishery, cooperatives and similar organizations, namely fishermen's group, have come into existence. Fishermen's groups, instead of ineffective fishery cooperatives, have repaidly become popular in the country since the early 1970s.
