Abstract
Stakeholders are the individuals, groups, or institutions with interest in natural resources at a location, or the person who has the potential to influence activities and provide benefits or losses in the changing conditions. The study aimed to determine the role of stakeholders in the fisheries sector through an ecosystem approach as a component of fisheries management in the Pampangan swamp of Ogan Komering Ilir Regency. This research was conducted in 2016 by collecting the primary data in the field and secondary data from relevant agencies. The research location was Pampangan swamp of Ogan Komering Ilir Regency, South Sumatra Province. There were about ten samples in 10 villages using an opened questionnaire. Data were analyzed by tabulating the stakeholders’ interests and roles. The results showed that the stakeholders were the fishers, fish collector, traders, the government officer, and fish cultivators. Local government plays an important role in determining the management policy for inland fisheries.
 
Pemangku kepentingan adalah perorangan, kelompok, atau lembaga yang berkepentingan dengan sumber daya alam di suatu lokasi atau orang yang berpotensi mempengaruhi aktivitas di lokasi tersebut dan memberikan keuntungan atau kerugian jika terjadi perubahan kondisi. Penelitian ini bertujuan untuk menentukan peran pemangku kepentingan pada sektor perikanan menggunakan pendekatan ekosistem di rawa lebak Pampangan Kabupaten Ogan Komering Ilir sebagai komponen dari pengelolaan perikanan. Penelitian ini dilaksanakan dengan metode survei tahun 2016 menggunakan data primer di lapangan dan data sekunder dari instansi terkait. Lokasi penelitian adalah rawa lebak di Kecamatan Pampangan Kabupaten Ogan Komering Ilir Provinsi Sumatera Selatan. Jumlah responden sedikitnya 10 orang perdesa pada 10 desa sample sepanjang perairan rawa lebak menggunakan kuesioner terbuka. Data dianalisis menggunakan tabulasi pemangku kepentingan, kepentingan dan peranannya. Hasil penelitian menunjukkan pemangku kepentingan sektor perikanan di rawa lebak Pampangan Kabupaten Ogan Komering Ilir Provinsi Sumatera Selatan yaitu nelayan tangkap, pedagang pengumpul, pemerintah dan pembudidaya ikan. Pemerintah daerah memegang peranan penting dalam menentukan kebijakan pengelolaan perikanan perairan umum.
